DUTIES:
The Therapist is
responsible for treating referred patients from all the following services:
Surgical, Medical, Psychiatry, Domiciliary, Community Living Center (CLC), and
Ambulatory Care. The therapist is independently responsible for managing the
physical therapy of patients undergoing treatment at the Austin Outpatient
Clinic and is under the direct supervision of the Supervisory Physical
Therapist. Technical guidance and professional supervision provided is minimal
and consultative in nature. The therapist interprets physicianÂ's prescription
for physical therapy. The prescriptions are often general and require the
therapist to have a broad knowledge of medical problems in order to choose the
appropriate moda! lities and procedures. The therapist reviews patient chart for
pert! inent information on patient status that might affect treatment plan, being
careful to note contradictions to treatment and performs standard evaluations
and procedures in unusual cases. Tests are frequently complex and may need to
be adapted because of patientÂ's multiple physical disabilities or present
medical condition. The therapist interprets results of standard evaluations,
develops written home exercise programs for patient and instructs the patient
and family in program when indicated, develops physical therapy treatment
programs for patients, using evaluation results as the basis for the treatment
and re-evaluates patient status and treatment program on an on-going basis in
order to modify treatment to meet short and long term goals.

QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS:
! Must be a citizen of U.S.
Must be a graduate from a degree program in physical therapy from an approved college or university approved by the Commission on Accreditation in Physical Therapy Education (CAPTE). The CAPTE is the only accreditation agency recognized by the United States Department of Education (USDE) and the Council for Higher Education Accreditation (CHEA) to accredit entry-level physical therapy programs. Verification of accredited programs may be obtained from the American Physical Therapy Association (APTA) Web site:
Foreign Graduates: Graduates of foreign physical therapy programs meet the requirements if they have a full unrestricted and current license to practice physical therapy in a State,Territory or Commonwealth (i.e., Puerto Rico) of the United States, or in the District of Columbia.
NOTE:
Effective, January 1,2002, CAPTE changed its scope of accrediting activities of PT education programs to include onl! y those programs that culminate in post-baccalaureate degrees.
! Must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
Must have a full,current, active and unrestricted license to practice physical therapy in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or District of Columbia.
Must meet physical standards as indicated in VA Handbook 5019 by passing a pre-employment physical.
PREFERRED QUALIFICATIONS: At least 6 months of clinical experience with minimal supervision.
GRADE DETERMINATIONS: Grades and salaries will be determined by the Professional Standards Board (PSB).
GS-7:
None beyond basic requirements. Candidates at this prior to have a baccalaureate degree from an approved program
prior
to the Commission of Accreditation in Physical Therapy Education (CAPTE)January 1, 2002.
GS-7 Salary Range: $53,240 - $63,437
GS-9:
In addition to meeting! the basic requirements, candidates must have 1 year of post degree progressively responsible experience equivalent to the next lower grade or a master's degree in physical therapy or a directly related field. In addition,candidates must fully demonstrate the knowledge, skills, abilities and other characteristics (KSAOs) below:
1. Knowledge of anatomy, physiology, physics, kinesiology, psychology,pathophysiology and surgical procedures as they relate to human function.
2. Knowledge of and ability to apply clinically appropriate assessment techniques and treatment interventions to address human pathophysiology and dysfunction.
3. Ability to communicate, both orally and in writing, with patients,families, caregivers, and other healthcare professions.
GS-9 Salary Range: $60,953 - $74,418
GS-11:
In addition to meeting the basic requirements, completion of 1 year of progressively complex experience and a broader scop! e of experience equivalent to the next lower grade; or 3 years of progr! essively higher level graduate education leading to a doctoral degree; or doctoral degree in physical therapy or a directly related field. In addition to meeting the KSAOs described at the GS-9 level, the candidate must fully demonstrate the KSAOs below:
1. Knowledge of contemporary and evidence-based PT practice.
2. Ability to interpret clinician prescriptions and referrals.
3. Skill in communicating, both orally and in writing, with patients,families, caregivers, and other health care professions to facilitate the multidisciplinary treatment process.
4. Skill in utilizing appropriate screening and evaluation techniques required to appropriately provide direct patient care.
5. Knowledge of clinical signs and symptoms to make appropriate referrals for further medical attention/assessment as indicated.
GS-11 Salary Range: $70,399 - $85,483

Physical Requirements:
Work includes regular and recurring physical exertion, which involves standing, bending, kneeling, reaching, gripping, and walking. Moderate to heavy lifting is often required. Sitting at meetings, desks, or computer terminals for documentation purposes is required. Lifting up to 35 pounds for 8-12 hours, intermittently. Moderate carrying (15-35 pounds) for 8-12 hours, intermittently. Lifting over 35 pounds with assistive devices in accordance with the Safe Patient Handling Policy except in emergent situations requiring prompt patient care. Pulling for 8-12 hours, intermittently. Pushing for 8-12 hours, intermittently. Reaching above the shoulders for 8-12 hours, intermittently. Both hands required. Walking 8-12 hours, intermittently. Standing 8-12 hours, intermittently. Kneeling 8-12 hours, intermittently. Repeated bending for 8-12 hours, intermittently. Climbing and use of both legs and arms for 8-12 hours, intermittently. Both legs re! quired. Near vision correctable at 13-16Â" to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and to 20/40 in the other eye. Ability to distinguish basic colors. Hearing (aid permitted). Other: twisting, simple grasp, and fine manipulation.
