Location: Houston, Texas

Position Summary : Under general supervision of a Police Sergeant, duties of a Police Officer are to protect Port Authority property, facilities! and interests as well as the property, cargo and facilities of users and tenants.

Responsibilities/Duties:
Patrol Port Authority properties using a Port of Houston Authority Police Unit to maintain traffic control, visually and physically inspect perimeter fencing and unmanned gates for signs of tampering, damage and/or unauthorized entry attempts.

Physically check buildings and facilities for occupancy and insure they are locked and secured when empty.

Make frequent inspections of all offices, security cages, warehouses (to include waterfront and Railside area). Check for fire, pilferage, vandalism, damage, etc.

Closely monitor and operate radio communications and telephone equipment with professionalism.

Escort visitors, oversize vehicles and equipment from gates to destination on property as necessary. Transport individuals to work area as directed (when there is not a bus driver on duty).

Investigate inci! dents/accidents and prepare reports in a timely manner.
Assist shift supervisor, other police officers and security officers at the gates as required in relaying instructions, assisting in berthing of vessels, etc.

Control vehicular traffic as needed to avoid and/or clear congestion. Issue traffic tickets for moving or parking violations.

Monitor traffic and manage empty yard queues to prevent traffic obsructions.

Monitor, note, report and investigate suspicious persons and situations, safety hazards and unusual or illegal activity in patrol area.

Comply with all provisions of Port of Houston Authority Police Manual.

Enforce applicable State Law to include making arrests, if necessary.

Mandatory overtime is required as needed (mandatory overtime constitutes 4 hours added to an 8 hour day).

Must participate in overtime as needed to maintain effective and efficient patrol, patrol and dispatch operations.

Required to perform shift work which may include days! , evenings and nights including weekends and holidays.

All other tasks as assigned

Quickly and accurately make decisions involving life threatening and/or other emergency conditions.

Maintain favorable labor relations; work as a member of a group.

Maintain a professional decorum and display a proper and tactful attitude in all interactions with citizens, supervisors and other department personnel.

Through job performance demonstrates the knowledge required to work all posts/beats.

Communicate effectively to perform the duties of this position.

Be able to function effectively under stress with minimum supervision.

Learn and utilize various types of electronic and/or manual recording and information systems used by the Port Authority.

Education/ Work Experience:
A high school graduate, GED equivalent or have 12 semester hours credit from an ac! credited college or university.

Must have a valid TCLEOSE Peac! e Officer License.

Minimum of 2 years of law enforcement experience. Prior experience as a police officer (military a plus but not required).

Must have a valid Texas Driver License with good driving record.

Must be 21 years of age.

Subject to background investigation to include being fingerprinted and search of local, state, and national records and fingerprint files to disclose any criminal record.

No felony convictions.

Not currently under indictment for any criminal offense.

Have never have been on court-ordered community supervision or probation for any criminal offense above the grade of Class B misdemeanor or a Class B misdemeanor within the last ten years from the date of the court order.

Have not ever been convicted of an offense above the grade of a Class B misdemeanor or a Class B misdemeanor within the last ten years.

Have not ever been convicted of any family violence offense.
Not prohibited by state or federal law from operating a motor vehicle.

Not prohibited by state or federal law from possessing firearms or ammunition.

Pass an oral interview board.

Pass a Medical Examination:

  • physically sound and free from any defect that may adversely affect the performance of duty as a Peace
Officer; and

  • show no trace of drug dependency or illegal drug use after a physical examination, blood test, or other
medical test.

Pass an examination by a psychologist or a psychiatrist selected by POHA. The appointee must be declared in writing by that professional to be in satisfactory psychological and emotional health to serve as a Peace Officer.

Have not received a discharge from any military service, if prior military service, under less than honorable conditions including, specifically:

  • under other than honorable conditions;
  • ba! d conduct;
  • dishonorable; or
  • any other characterizatio! n of service indicating bad character.
Have not had a commission license denied by final order or revoked.

Not currently on suspension, and do not have a voluntary surrender of license currently in effect.

Have not had and not in the process of having a license or certificate from a POST surrendered, suspended, or revoked.

Have successfully demonstrated or provided documentation of current firearms proficiency or ability to demonstrate proficiency once appointed to POHA.

Must be able to secure a TWIC (Transportation Worker Identification Credential) to obtain access to restricted facility areas within a 90-day period.

NOTE: This position is considered an “essential employee” of the Port of Houston Authority. An essential employee is an employee whose duties are of such a nature as to require the employee to report to work or remain at the work site to continue Port operations during an emergency situation. F! ailure to report or remain at work when an emergency is declared is grounds for disciplinary action up to and including termination.

Working Conditions

Frequently works under stress with constant interruptions. Frequently work with detailed material. Exposed to possible physical danger and inclement weather. Employee generally works 10% indoors and 90% outdoors (including time spent in a patrol car or other police vehicle.) Employee goes from being seated in a docile position in their police vehicles or office to a highly energized position, and then return to the docile position. The job can be very fast paced and may require quick changes in pace within a short period of time. Employee regularly works outdoors at all times of day and in all weather conditions and are routinely exposed to hazardous situations that may result in injury, death, or use of deadly force on others. Noise level in the work environment is usually moderate but the employee may occ! asionally be exposed to high level noises including but not limited to ! emergency vehicle sirens, gun fire, shouting, and yelling.
