Job Purpose
Under the direct supervision of the Assistant Director
of Operations (ADO), this position is responsible for
overseeing all business functions associated with one
(1) adult mental health clinic. This position will
manage the staff that will carry out the clinic
responsibilities. The Business Functions include, but
are not limited to: MAR completion, Facilitating CARE
Cross-Referencing, Maintaining Referral Triage and
Processing, Timekeeping, data entry, purchase and supply
maintenance, receptionist, scheduling, and client record
maintenance on site. This position will provide direct
supervision of all clerical staff. In addition it will
act in the role of liaison between inter and intra
agency programs.
Essential Functions
Conduct program analysis to identify system issues and
recommendations for effective and efficient use of
resources. Implements solutions and advises the ADO of
actions or needs of assistance.
Works with Clinic Program Manager to ensure day-to-day
operational aspects of assigned clinics are addressed
Works with JPS and Sheriff’s Department to ensure
Medication orders are processed as indicated.
Ensured self or designee completes all data entry per
Operating Procedures

Performance Requirement(s):
Ensure client identification and diagnostic
information is entered accurately.
Ensure Service activity Logs (SAL), are entered
within 24 hours of the time of service.
Ensure client Tracking information is entered
accurately and within 24 hours of the time of
service
Ensure all clinical forms are entered into the
billing system accurately on a daily basis. Examples

of clerical forms include, but are not limited to:
Treatment Plans, Discharges and Referral Forms.
Ensures client appointments are set as indicated by
the service provider.
Responsible for making sure the medication orders
are processed on a daily basis

  • Ensures clerical staff are properly trained on
Medication Administration Records
  • Orders are faxed no later than the day after
client is seen by provider
  • MAR’s are completed no later than the day after
client is seen by provider
Ensures medication information, medication
expiration information and follow up weeks is
entered and maintained.
  • All client medication information is entered
within 24 hours of the time they are seen by
provider.
  • All follow-up information is entered within 24
hours of the time they are seen by provider.
Ensures the designated staff completes all
receptionist duties promptly and professionally.
  • Answers phone in a prompt, courteous and
professional manner.
  • Responds to questions and complaints in a
prompt, courteous and professional manner.
  • Greets everyone in a prompt, courteous and
professional manner.
  • Protects the client’s confidentiality in office
procedures.
Ensures CARE CROSS Referencing Coordination.
  • Ensures importing of the daily CARE report data
  • Ensures distribution to Sheriffs Department.
  • Distributes CARE matches to Clinical Staff after
revising
Responsible for Records Request Procedure
  • Insure that records request are logged and noted
  • Report of records not received is posted 2 x a
week
Responsible for medical Records functions per
Operating Procedure
  • Ensures charts are created according to Client
Record Guidelines for new clients within one (1)
workday of Service Provider turning in
paperwork.
  • Ensures charts are pulled for the next day’s
appointments.
  • Released from custody (RFC) lists are pulled
once a week
  • Ensures charts are filed back at the end of each
workday.
  • Ensures documents are filed accurately and
timely
  • Ensures discharged charts are transferred to the
Medical Records department at Hulen one year
from discharge.
Responsible for coordinating multiple physician
credentials with both MHMR and JPS
Responsible for processing or assigning a designated
staff to process Payroll timesheets and
purchasing/payables per Operating Procedures.
  • All timesheets are collected and verified for
accuracy and received in the Payroll department
by the due date.
  • Purchase requisitions and check requests, as
appropriate, are prepared appropriately and
accurately.
  • Proper accounting codes provided by the Program
Manager and Director will be included on all
purchasing payable documents.
  • Proper authorized signatures will be obtained on
all purchase payable documents.
Responsible for ordering office supplies
  • Maintain adequate office supplies for clinic
functions
Training
  • Will complete all MHMRTC training required
within first sixty days and will complete all
annual updates as needed.
  • Obtain prior authorization from ADO two weeks in
advance for special training.
Responsible for direct supervision of Clerk III’s
and Clinic Support Associates
  • Will assist ADO in the screening and hiring of
new staff as directed.
  • Will conduct Performance Appraisals on the
assigned staff per the schedule, which is
established in the Agency Procedures.
  • Will assign job duties to specific staff to
assure there is adequate coverage to address all
clinic needs and will keep ADO informed of
staffing coverage issues.
  • Will address deficient work performance by the
Clerk III and CSA. Will handle all disciplinary
issues to include, but not limited to: Verbal
warning, Written warning, Suspension, and
Termination. All personnel issues will be
communicated with the ADO.
Triage List
Maintain Triage list (this is the list of all
inmates waiting to see the psychiatrist)
Primary contact with JPS medical on the coordination
of doctors note and prescriptions
TDC Lists
  • Texas Department of Criminal Justice lists
generated as Inmate sentenced by courts, list
researched for MH hx in CMHC and CARE
  • Ensure outcome is forwarded to Sheriffs Dept.,
JPS and TDCJ Liaison
Referrals
  • Insure that 2400 referrals for service each
month are documented in a data base
  • Each referral is accounted for and the response
to each referral is noted on database
  • Reports are run from CMHC on monthly basis to
insure each referral has a proper response
  • Reports are given to PM and TL weekly on status
of referrals
Perform other related job duties or responsibilities
as requested or required, whether or not

  • Exhibits a willingness to assume additional
duties; seeks the guidance of supervisor prior
to beginning as unfamiliar assignment.
