This is a non-bargaining position.

Tour of Duty: Normally Monday - Friday, 8 a.m. - 4:30 p.m., although some evening and week-end hours may be required.

This position is located in Temple, Texas.

The incumbentÂ's responsibilities will include, but are not limited to leading, planning, developing, coordinating, and evaluating the operational aspects of multiple mental health programs at the Temple campus. The Chief of MH&BM, Temple Campus reports to and serves as a key support to the Associate Chief of Staff, Mental Health and Behavioral Medicine, in the overall administrative, programmatic and clinical management of Temple campus mental health programs, providing outpatient, residential rehabilitation and consultative services to veterans and active military personnel. The incumbent will also be responsible for providing some direct care to veterans and leading peer review, organizational improvement, continuing education, scope of practice, clinical privileging, and quality management and process improvement activities.

This position may also be filled as a Medical Doctor (Board certification in Psychiatry and Neurology preferred), Nurse Practitioner, Psychologist, or Social Worker (LCSW Required). Only One position will be filled.

QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS:
1. U.S. citizenship.

2. Must have a doctoral degree in psychology from a graduate program in psychology accredited by

the American Psychological Association (APA). Attach transcripts.

3. Must have successfully completed a professional psychology internship training program that has

been accredited by APA. Attach certification.

4. Must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a

State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of

Columbia. Attach copy of license.

MINIMUM QUALIFICATION REQUIREMENTS:
At the GS-14 Supervisory Psychologist level, incumbent has supervisory responsibility for subordinates which include supervision of staff, professional management, and administrative responsibilities that are complex in scope and that constitute a significant component of the medical center. The Supervisory psychologists also have line and staff authority for resource allocations within the area of responsibility and ensure the efficient operation of the organizational unit. Decisions are made exercising wide latitude and independent judgment. The following must be met :

(a) Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.

(b) Experience. At least 1 year of professional psychologist experience equivalent to the next lower grade level, and must fully meet the Knowledge, Skills and Abilities ( KSAs) for that level (GS-13 listed below). In addition , the candidate must show in their Résumé or CV the following professional KSAs ( KSAÂ's for the GS-14) and exhibit the potential to acquire the assignment specific KSAs designated by an asterisk (*):

Demonstrated Knowledge, Skills, and Abilities for the GS-13

1. Knowledge of, and ability to apply, advanced professional psychological theories and techniques to the full range of patient populations.

2. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.

3. Knowledge of clinical research literature.

4. For supervisory assignments

a. Ability to provide supervision in areas related to behavioral health and social services provision in order to accomplish the organizational goals and objectives.

b. Ability to provide fair, principled and decisive leadership for a work environment that promotes shared accountability.

Demonstrated Knowledge, Skills, and Abilities for the GS-14

1. Ability to effectively supervise and manage subordinate employees.

  • 2. Skill in assessing qualifications and abilities of current and prospective employees.
  • 3. Ability to develop productivity standards appropriate to each service provided and each venue.
