The South Texas Veterans Health Care System (STVHCS) is comprised of two inpatient campuses: the Audie L. Murphy Memorial VA Hospital in San Antonio and the Kerrville VA Hospital in Kerrville, Texas. The STVHCS serves one of the largest primary ! service areas in the nation, with 63 counties, and is part of ! the VA Heart of Texas Veterans Integrated Service Network (VISN 17), with offices located in Arlington, Texas. candidate will be placed in that specific grade . The salary is based on
the grade and step approved for the selected candidate.

The Investigational Drugs and Research Clinical Pharmacy
Specialist is a licensed pharmacist who manages all Pharmacy Service programs
and activities for patients to facilitate investigational drug therapy,
optimize patient care and maintains a superior quality of search services
offered by the pharmacy personnel for South Texas Veterans Health Care System
(STVHCS). He/she will act under the
administrative supervision of the Associate Chief, Clinical Pharmacy
Programs. The Investigational Drugs and
Research Clinical Pharmacy Specialists will develop, coordinate, supervise,
evaluate, and assume primary responsibility for all pharmacy research programs
and collaborate with the primary i! nvestigators of the medical staff. He/she will serve as a Pharmacy Service Representative
to Research and Development (R&D) Committee at the STVHCS in order to
provide pharmacy research support, involvement, and representation. Basic program guidance and oversight is received
jointly from the designated VA supervisor and Associate Chief of Staff for Research
Service. The incumbent will manage the investigational
drug area in compliance an d VA and FDA regulations. Requirements for the Protection of Human
Subjects I Research, and the Code of Federal Relations, Title 21. In addition, the incumbent will ensure that
the investigational drug program meets accreditation requirements set forth by
the Joint Commission (JC) and the Associate of the Accreditation of the Human Research
Protection program, Inc. (AAHRPP).
QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS:
U.S. citizenship.
English: Must be proficien! t in spoken and written English as required by 38 U.S.C. 7402(d), and 7! 407(d).
Education: 1) Graduate of a an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm D.) degree. Note: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy 2) Graduate of foreign pharmacy degree program that meets the educational requirement if able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. A pharmacist who has, or has ever had, ! any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
GRADE DETERMINATIONS:
GS-13
Experience: In addition to the GS-12 requirements, must have at least 1 year of experience at the next lower grade level (GS-12) or equivalent which is directly related to the position to be filled.
Assignments: Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Clinical Pharmacy Specialist: The clinical pharmacy specialist (C! PS) functions at the highest level of clinical practice, works independ! ently under their scope of practice as defined by the individual medical center to directly care for patients. A CPS plays a defined role in budgetary execution and serves as a mid-level provider who functions to initiate, modify or discontinue medication therapy and as a consultant for intensive medication therapy management services. This includes, but is not limited to, the following: designing, implementing, assessing, monitoring and documenting therapeutic plans utilizing the most effective, least toxic and most economical medication treatments; helping achieve positive patient centric outcomes through direct and indirect interactions with patients, providers, and interdisciplinary teams in assigned areas; performing physical assessments; and ordering laboratory and other tests to help determine efficacy and toxicity of medication therapy. Pharmacists assigned to this position must demonstrate the following KSAs:

Knowledge of professional pharmacy
p! ractice.

Ability to communicate orally and in
writing to persuade and influence clinical and management decisions.
3. Expert understanding
of regulatory and quality standards for their program area.
4. Ability to solve
problems, coordinate and organize responsibilities to maximize outcomes in
program area.
5. Expert knowledge of
specialized area of clinical pharmacy practice or specialty area of pharmacy.
6. Advanced skill in
monitoring and assessing the outcome of drug therapies, including physical
assessment and interpretation of laboratory and other diagnostic parameters.
7. Ability to manage
investigational drug area in compliance with VA and FDA regulations.
