Duties:
*** Non-Bargaining Position ***
The Administrative Officer is assigned to the Associate Director (AD) for th! e VA Texas Valley Coastal Bend Health Care System (VATVCBHCS) and is responsible for managing and directing the administrative activities in support of 150 employees and the numerous and diverse functional areas and programs with the VATVCBHCS. A major responsibility of this position is supporting services and management via strategic planning, project management, and program administration. Administrative duties include fiscal, personnel, equipment, program and supply management. The Administrative Officer works closely with other administrative officers and managers in the various services to ensure that the services meets the needs of the patients, exceeds all relevant performance measures and national set guidelines and standards. Duties include, but are not limited to:
Assists the Office of the Associate Director's facility development and business and strategic plans;
Assists Associate Director in directing, developing, planning, monitoring, coordinating and i! mplementing administrative and health care activities;
Dev! elops working relationships with VATVCBHCS clinical and administrative service chiefs, supervisors and private health care professionals/providers;
Develops and implements procedures for the Office of the Associate Director as established by compliance with Federal and State law, VA headquarters and VISN Director for effective accomplishment of overall patient care services programs and objectives;
Coordinates utilization studies, analysis and evaluations regarding the availability of staff and facilities and changes in procedures and policies as they affect the Office of the Associate Director;
Assists in analysis and evaluation of resources required for efficient and responsible operation of programs.
Devises appropriate for securing required information from sources such as legislative directives, discussions, on-site investigations, plans, policies, records, reports, surveys or similar materials; and
Develops, plans, and conducts comprehensive and te! chnically demanding analyses to determine and recommend strategic options.

Work Schedule: 8:00 - 4:30 p.m.; Alternate schedules may be necessary to meet the needs of the organization.

VA TEXAS VALLEY COASTAL BEND HEALTH CARE SYSTEM
The VATVCBHC! S is comprised of the Corpus Christi Outpatient Clinic (CCOPC), Corpus ! Christi Specialty Clinic (CCSC), Harlingen Outpatient Clinic (HOPC), Health Care Center at Harlingen (HCC), Laredo Outpatient Clinic (LOPC), and McAllen Outpatient Clinic (MCOPC). The VATVCBHCS is a virtual health care system providing secondary and tertiary health care in medicine, surgery, psychiatry, and rehabilitation medicine. The VATVCBHCS also operates a 100-patient Home Based Primary Care program and a 200-patient Care Coordination Home Tele-Health Program. Through the utilization of 2 complex inpatient/emergency department contracts, approximately 1600 inpatient admission and 1200 ER visits are managed by VATVCBHCS. Affiliated with the University of Texas Regional Academic Health Campus, the system has an active ambulatory care program and serves as a teaching and training site for medical residents. The VATVCBHCS is responsible for an enrollee population of over 40,000 veterans and 300,000 outpatient visits annually.

Qualifications & Evaluations

To qualify for this position, applicants must meet all requirements by the closing date of this announcement Friday, November 15, 2013.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet ti! me-in-grade requirements. For the GS-12, the applicant must have held a! t least the GS-11 grade or higher for 52 weeks. The grade may have been in any occupation but must have been held in the Federal service.
GS-12 Specialized Experience: One (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, this experience must have been equivalent to the GS-11 level in the Federal service. Examples of specialized experience include: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field; expert knowledge of the full spectrum of the health care management, health care services and the processes to deliver these services; and experience knowledge of financial management, human resource management, organizational structuring and strategic planning. Duties may include: coordination of daily operations of services within a health care clinic; develop! ing, evaluating, and analyzing activities to improve effectiveness and efficiency of clinic processes and procedures; manage clinical resources including FTE, overtime, equipment and fund control points; coordination with Human Resources on matters affecting personnel actions; assures timely and documentation of clinic/service transactions; coordinating and responding to all controlled correspondence, congressional correspondence and patient complaints; and ability to develop, direct, coordinate, and supervise a wide variety of administrative and technical activities.
There is no education substitution at the GS-12 grade level and above.
KNOWLEDGE, SKILLS, AND ABILITIES: Applicants must possess training and experience that clearly demonstrate they possess the following knowledge, skills, and abilities. This training or experience must be reflected by descriptions of your experience in your resume. Expert knowledge of the full spectrum of health care managemen! t, health care services and the processes to delivery these services. E! xpert knowledge of principles of financial management, human resource management, organizational structuring and strategic planning. Knowledge and skill in applying statistical methods and system principles to develop, design, implement, monitor and improve patient care services processes. Knowledge of computer operations and software, especially VHA applications such as VistA and CPRS. Ability to communicate orally and in writing with individuals at all levels of the organization.
