The TJJD contracts with the University of Texas Medical Branch Correctional Managed Care (UTMB/CMC) to provide medical, d! ental, psychiatry, pharmacy, and nursing services for youth in TJJD operated facilities. Most health care services are provided onsite at the TJJD operated facilities, and specialty health care services or hospital care is generally provided through programs or facilities in the local community or UTMB facility in Galveston if necessary. Under the direction of the TJJD medical director, the Medical Services Division provides administrative, clinical and financial oversight for UTMB driven health care services as well as oversight for quality of health care delivery at contract care facilities.
This position reports to the TJJD medical director and is responsible for performing highly advanced (senior-level) financial analysis and oversight work with a focus on preparing health care cost analyses and administering medical billing processes and systems relating to the UTMB/CMC contract and for health care provider payments for services rendered to youth in contract c! are facilities. Responsibilities include reviewing, analyzing,! reconciling, and approving health care bills and costs associated with providing health care; recommending and approving appropriate action to resolve discrepancies; preparing reports and responding to inquiries.
In addition, this position is responsible for the allocation of funds and preparation and monitoring of related operating budgets in accordance with appropriation authority, relevant legal and contractual provisions and management directives and policies relating to health care programs. Provides technical assistance to executive/management staff, assists with legislative bill analysis, and assists with implementation of budgetary policies and procedures.
Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. May be required to work overtime or be on call. Occasional to moderate travel may be required.
REQUIREMENTS:
Bachelorâs degree with major course work in accounting, ! business administration, finance, economics, health care administration, public administration, hospital administration, or a related field. Nine years of full-time wage earning experience that may be a combination of the following: health care billing specialist, financial analysis and regulatory work, accounting, auditing, financial quality assurance, or financial management related to health care. Two years of the required experience must be working with the State of Texas as a financial analyst or similar position responsible for analyzing data and program budgets.
Completed course hours of graduate study may be substituted for up to two years of experience and completed course hours toward a related doctorate degree may be substituted for up to two years of experience on a basis of 12 graduate course hours for one year of experience.
Note: Any degree or course hours required to meet minimum qualifications must be obtained from an accredited edu! cational institution. Experience requirements may be satisfied by the p! rorated part-time equivalent.
