About the Position:
This is a developmental position and the target level for this training assignment is GS-12. The incumbent performs developmental assignments under closer than normal supervision. Assignments become progressively more difficult until the full-performance level is reached. Non-competitive promotion to the target job may be effected provided the incumbent is sufficiently experienced; meets all necessary qualification requirements for promotion to the target job; and is performing the full scope of the major duties and is functioning under the supervisory controls stated in the target job description. Works under general supervision, receiving guidance and consultation from the Warrior Resiliency Program Fellowship Director for Trauma, Risk, and Resiliency or other designated higher level psychologists or physicians who serve as training faculty. The Director of Brooke Army Medical Center, Clinical Psychology Fellowship Training Programs has oversight and regulatory controls. The incumbent is evaluated and directed during the acquisition of advanced clinical acumen and thereafter. Carries out clinical duties in accordance with generally accepted counseling theories, methods, techniques and practices. Incumbent is responsible for planning own work, keeping fellowship program director and relevant supervisor informed of progress and/or problem areas encountered and making appropriate referrals to the supervisor those matters beyond the scope of his/her knowledge of the limits of assigned responsibility. Work is reviewed for adequacy of planning appropriateness of methods and techniques used, and recommendations made.

DUTIES:
This is a developmental position and the incumbent will perform developmental assignments as Clinical Psychology Fellow for the Warrior Resiliency Program Fellowship Director for Trauma, Risk and Resiliency psychologists.

Provides diagnostic and treatment services to military personnel and their family members experiencing a wide range of emotional difficulties. Develops course material and conducts Behavioral Management Classes/groups designed to promote resiliency or facilitate trauma recovery for affected individuals or associated family members. Serves as consultant for hospital clinics and services to provide advice and assistance on management of behavioral issues or psychological symptoms through interview of patients and staff or discussing cases with professional staff. Incumbent will conceptualize, develop, and implement training focused on enhancing resiliency with military personnel. Implementation may require brief work in outdoor (field). Assists in conducting general clinical research to include but not limited to: Program evaluation, quasi-experimental design, multivariate analyses, regression or statistical modeling. Performs crisis intervention, handling referrals from Emergency Department, walk-ins or via telebehavioral health technology. Determines immediate problems and initiates action as required, such as recommending hospital admission to staff psychiatrist or clinical psychologist. Provide emergency mental health services on a scheduled, rotating on-call basis to patients in the Emergency Department or Inpatient wards of Brooke Army Medical Center (BAMC) both during and after regular duty hours. Provides training in the use of psychological testing instruments and interview techniques to psychology interns, military and civilian technicians and psychology graduate students in order to provide advanced knowledge in the treatment of patients (adults & pediatrics) to include veterans and their families. Educational/didactic experiences include weekly seminars, readings, and distinguished visiting professor lectures, post doctoral fellowship training/seminars with other fellows in the areas of psychopharmacology, ethics, cultural awareness and hypnosis training. The incumbent will complete basic training in treatment modalities in Prolonged Exposure (PE) or Cognitive Processing Therapy and advanced training in at least one of them. This training may require travel to training locations which may be out of state or region. Assists in training pre-doctoral psychology interns and military/civilian psychology technicians on specific clinical cases.

QUALIFICATIONS REQUIRED:
Specialized experience: To Qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-9 ). Specialized experience is defined as: experience which includes an APA accredited internship experience providing psychological diagnosis, assessment and treatment of behavioral health and health psychology cases and consultation to families and other health care providers in behavioral health and general health psychology.

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities)in the following areas :

Knowledge of clinical counseling theories, methods, techniques and practices Knowledge of patient assessment procedures to include: screening, evaluation, treatment and disposition Knowledge of training practices to develop course material and conduct Behavioral Mgmt Classes Skills to prepare seminars, case consultations, or didactics

Basic Requirements:
Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below:

Clinical psychology -- For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.
