VA TEXAS VALLEY COASTAL BEND HEALTH CARE SYSTEM

The VATVCBHCS is comprised of the Health Care Center at Harlingen (HCC), Corpus Christi Outpatient Clinic (CCOPC), Corpus Christi Specialty Clinic (CCOPC-S), Harlingen Outpatient Clinic (HOPC), Laredo Outpatient Clinic (LOPC), and McAllen Outpatient Clinic (MCOPC). The VATVCBHCS is a virtual health care system providing secondary and tertiary health care in medicine, surgery, psychiatry, and rehabilitation medicine. The VATVCBHCS also operates a 100-patient Home Based Primary Care program and a 200-patient Care Coordination Home Tele-Health ! Program. Through the utilization of 2 complex inpatient/emergency department contracts, approximately 1600 inpatient admission and 1200 ER visits are managed by local hospitals for VATVCBHCS. Affiliated with the University of Texas Regional Academic Health Campus, the system has an active ambulatory care program and serves as a teaching and training site for medical residents. The VATVCBHCS is responsible for an enrollee population of over 40,000 veterans and 300,000 outpatient visits annually.

GHATP Recent Graduate Eligible. DUTIES:
This is a full-time paid position located in the Office of the Director, under the supervision of the Director, VATVCBHCS Director, GHATP preceptor.

The GHATP Program is a 12-month experience under the preceptorship of the facility director and is a part of the U.S. Department of Veterans Affairs' Graduate Healthcare Administration Training Program (GHATP). The Health System Specialist will serve in a training capability by increasing knowledge and understanding of Department of Veteran! s Affairs (VA) regulations, policies, and procedures as well as following Graduate Health Care Administration Training Program (GHATP) guidelines. The individual will serve as a Health System Specialist in the VA Texas Valley Coastal Bend Health Care System, post graduate studies, in order to receive practical instruction and guided working experience in a health care system environment. The incumbent will routinely attend meetings with top management, participate in quality improvement teams, and be assigned to design and complete projects. Additionally, the individual will be expected to take independent action and become involve with service level opportunities for improvement and see them to fruition. The incumbent will be involved with establishing long-term goals and intermediate objectives within competing priorities in order to complete simultaneous assignments by required deadlines. This necessitates a high degree of initiative on a day-to-day basis, sound judgment! , and the requirement to formulate and recommend creative solutions to ! somewhat diverse and complex problems. This position requires an understanding of the critical balance between the administrative and clinical functions in health care delivery and the ability to coordinate with services and resources to achieve the overall effective operation of the health care system.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, Sunday, April 14, 2013.

Time-in-Grade: Applicants who are Federal employee and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
GRADE DETERMINATION:
For GS-9 Recent Graduate:
Applicants ust have graduated with a Master's degree from a qualifying education program within 2 years of degree (up to 6 years for Veterans precluded from doing so due to military service obligations provided that the individual meets the definition of "veteran" in 5 U.S.C. 2108).

Qualifying education program areas include:

  • Master of Public Health (MPH)
  • Master of Healthcare Administration (MHA)
  • Master of Health Services Administration (MHSA)
  • Other Health Care Management/Administration
  • Master of Business Administration (MBA) - Must have at least two (2) courses in health care administration
  • Master of Public Administration (MPA) - Must have at least two (2) courses in health care administration
